To lay the foundation for “New NIC”, we must embrace newer ways of working, which will necessitate a strong emphasis on cooperation both internally and outside as we progress toward more ambitious goals. This task has two aspects: operating the organisation and reforming it for the next phase of sustainable growth. With our hard-working teams, we will achieve a lot more and faster.
Sitting in remote corners of districts, states and offices of Ministries/Departments, we have to begin this new journey remarkably taking it on your own shoulders. We have to train ourselves and to take exposure of new and emerging technologies by following a sense of working in collaboration which will help us build an inherent capacity to deliver next generation governance.
I think MPS (Monthly Performance System) is one such step towards making our organisation future ready. It will help us to work as Team NIC to build “Digital” solutions for “Digital” India.

We have introduced the portal "Monthly Performance System" with multiple objectives i.e., keeping track of our work done (lest we forget), to know the work done by team/ group members, to know the consolidated work done at an office location, knowledge sharing among peers, as a guide to our deliverables, to obtain consolidated support provided to a department across the UT, to reduce the duplicate efforts towards the same goal and last but not the least to see the activities "NIC J&K this Week".
Employees can now update their performance/ work done on weekly basis on this portal which will help to achieve above goals.
The survival of any organization in a competitive society lies in its ability to train its human resource to be creative, innovative and inventive who will invariably enhance performance and increase competitive advantage. Employees are the indispensable asset and key element of gaining a competitive advantage for any organization. This portal also creates an environment of competitiveness among NICians which will ultimately benefit the Organization as a whole. Moreover, a set of deliverables have been included on this portal which will guide the NICians regarding the type/area of work they are supposed to perform. This portal will be highly constructive for all the NICians.

At the end of a year, every employee needs to submit an APAR. In addition Scientists have to submit AWR also. APAR/ AWR have three perspectives, i) Self-appraisal, ii) Assessment by reporting officer, and iii) Review by controlling officer. And sometimes these are referred to “APAR/ AWR representation committee”. The matter is sensitive, tedious and very important. Many times we are not happy/ not satisfied with any of the three. I have taken a step to ease it out by initiating this portal. Remembering and then recalling the projects/ activities at the end of a year have been eased out.
Employees can submit/ edit their performance on this portal daily/ weekly as per their convenience. The work done will be shown as their weekly performance. Thus they can keep track of the work done through this system which will be helpful for them at the time of filling their APARs/ AWRs.
Similarly, assessing and reviewing officers will be monitoring the performance in this system on weekly/ monthly basis. Thus they will know the assesse before the actual APAR/ AWR has been submitted. Not only this, we will have the deliverables of NIC within the system to choose from, and that will guide us on daily basis.
Further, the projects/ activities performed by the members of a group will be visible to the whole team. This will help in knowledge sharing among the team. The points system therein will help us to know our position for APAR/ AWR, creating scope of improvement across the year. In future, monthly points will be given by the reporting officer on the basis of reports submitted, again creating scope of improvement in subsequent months. Eventually, the assessment of the yearly APARs/ AWRs will be transparent. Everyone knows his stand.

{Since many of us have won awards on 26th January/ 15th August/ and more during the year 2022, therefore I would suggest all to submit the achievements in the corresponding week of the year. The system will accept editing of reports submitted later at any stage. Daily submitting of reports should be preferred.}
